What Does a Green Hydrogen Mandate Cost? Evidence from the Intermountain Power Project
This paper studies the techno-economics of producing hydrogen at the Intermountain Power Project — a repowered plant in Utah contracted to supply hydrogen made from renewable electricity, with salt-cavern storage. The analysis compares a grid-connected production pathway against a fully renewable ("island") pathway required to meet the project's green hydrogen mandate, and finds that the cost premium of the green pathway is driven primarily by electrolyzer utilization rather than by storage costs.
